Is NFPA 660 enforceable by OSHA?
NFPA 660 is a consensus standard; it is not a stand-alone federal OSHA combustible-dust regulation. OSHA inspections and citations depend on the authority used, the workplace facts, the evidence, and the procedural context. OSHA’s combustible-dust National Emphasis Program supplies inspection policy and focus, but it should not be described as a complete facility design rule or an automatic citation.

Preserve the actual citation and facility facts
For a real inspection, preserve the cited provision, alleged condition, affected equipment or area, material evidence, employee-exposure facts, photographs, measurements, interviews, and abatement communications. Distinguish a federal OSHA workplace from one under an approved State Plan. Local fire or building authorities can follow different adoption and enforcement paths, while permits, insurers, and contracts may create other obligations.
Keep consensus standards and legal authority distinct
Consensus standards can matter as technical evidence, but a website should not collapse that role into the claim that every NFPA sentence is directly enforceable everywhere. Nor should it promise that following one summary eliminates liability. The current standard and the actual cited authority need separate review.
