OSHA's Revised Combustible Dust National Emphasis Program identifies broad dust families and workplace conditions for inspection. For grain handling, the initial screen should cover grain, flour, feed ingredients, and other agricultural particulate solids. A name on that list is a prompt to evaluate the material and process, not a substitute for representative testing or professional judgment.
How did the older NFPA 61 material move into NFPA 660?
NFPA's combustible-dust consolidation project brought content from NFPA 652, 61, 654, 655, 484, and 664 into NFPA 660. The most relevant legacy document for this industry was commonly NFPA 61. That history helps teams locate old reports and specifications, but the current NFPA 660 edition should be used for a new applicability or gap review. Grain-handling rules and OSHA requirements can overlap; the facility-specific review must account for both.
What should the DHA scope examine?
Start with the places where particulate is generated, transferred, collected, stored, recycled, or allowed to accumulate. In this industry, useful process checkpoints include receiving pits, bucket elevators, conveyors, dryers, bins, mills, loadout, and dust collection. The scope should also cover normal operation, startup and shutdown, foreseeable upset conditions, ignition sources, housekeeping, management of change, and the interfaces between connected equipment.
A provider should state which rooms, enclosures, systems, and scenarios are included. A low quote that omits major systems is not comparable with a site-wide scope.
What records make the review faster and more useful?
Collect current process-flow and layout drawings, equipment lists, dust-collection information, material safety data, representative test reports, operating and maintenance procedures, prior DHA or PHA reports, management-of-change records, and incident or near-miss history. Mark what is missing rather than filling gaps with assumed values.
